Establishes a process for the Commissioner of Management and Budget to apply general reserve funds to prepay state stadium bonds issued under section 16A.965, with any shortfall funded from the general fund.

Removes clause (4) from the general fund allocations section related to recapture of state advances for capital improvements and operating expenses from 2016-2020.

Changes Minneapolis tax withholding references from clause (5) to clause (4) in the sports facilities transfers statute, effective July 1, 2023.

Provides that sections 16A.965 and 297E.021 will be automatically repealed when all authorized stadium bonds are no longer outstanding, following notification by the Commissioner to the Revisor of Statutes.

All amendments related to stadium financing, operating expenses, and capital improvements are effective July 1, 2023, with no effect on amounts retained for state advance recapture through June 30, 2023.
