Establishes "full-service providers" as entities appointed by the commissioner to serve as both deputy registrars and driver's license agents, providing all driver services except International Registration Plan and International Fuel Tax Agreement transactions, effective January 1, 2024.

Increases driver's license agent filing fees from $8 to $16 for new applications and $11 for renewals, effective October 1, 2023; allows full-service providers to collect and retain fees for driver and vehicle records with 50 cents of each fee transmitted to the general fund.

Eliminates the written driver's license examination requirement for applicants 21 years or older with valid driver's licenses from other jurisdictions that require comparable examinations, effective August 1, 2023.

Requires the commissioner to maintain at least 60 driver examination stations by July 1, 2026, with real-time availability information posted online; establishes preapplication process for driver's licenses and identification cards.

Appropriates $20,000,000 ($10,000,000 each in fiscal years 2024-2025) from the general fund to the full-service provider account; creates monitoring and auditing requirements for full-service providers and mandates reports on deputy registrar financial sustainability and driver and vehicle services operations by July 1, 2024.
