Increases English learner programs revenue from $704 to $1,000 per eligible English learner (minimum of 20 students) in adjusted average daily membership

Adds English learner cross subsidy aid to school district revenue, phased in at 25% for fiscal year 2024, 50% for 2025, 75% for 2026, and 100% for 2027 and later

Defines English learner cross subsidy aid as the greater of zero or the difference between district expenditures for English learner services and English learner revenue from the previous two years

Removes the $250 per English learner pupil unit from the basic skills revenue calculation under section 126C.10, consolidating it into the English learner revenue under section 124D.65

Appropriates unspecified amounts from the general fund to the Department of Education for fiscal years 2024 and 2025 to support additional English learner general education aid
