Requires lobbyists to report specific subjects of interest and general lobbying categories on disclosure forms, with up to four priority subjects per category for legislative lobbying and detailed reporting of administrative actions and metropolitan governmental unit actions.

Changes principal reporting requirements by reducing rounding threshold from $20,000 to $10,000 and requiring separate reporting of paid advertising exceeding $2,000 used to urge public contact with officials.

Repeals Minnesota Rules part 4511.0600, subpart 5 concerning specific disbursement categories and requires the board to establish and publish lobbying category lists without following standard rulemaking procedures.
