Allocates sales and use tax revenues in Fergus Falls for an aquatics center ($7,800,000) and the DeLagoon Improvement Project ($5,200,000), including debt service on bonds financing these projects.

Allows the city of Fergus Falls to increase the aquatics center project cost by up to $3,000,000 by ordinance without holding another local election, as approved by voters on November 8, 2022.

Authorizes the city to issue bonds under Minnesota Statutes chapter 475 to finance the facilities, with principal amounts not exceeding $7,800,000 for the aquatics center and $5,200,000 for the DeLagoon project, plus costs for capitalized interest and bond issuance.

Exempts bonds issued under this authority from debt limitations and levy limitations applicable to the city, and eliminates the requirement for a separate election to approve the bonds.

Increases bonding authority for the aquatics center project by up to $3,000,000 without requiring an additional local election.
