Authorizes licensed driver education programs to provide teleconference classroom instruction in addition to behind-the-wheel training for students ages 15-17 seeking instruction permits.

Requires teleconference instruction to use live synchronous distance learning with real-time instructor interaction, identical curriculum to in-person programs, and both picture and sound connections at all locations.

Permits only programs that provide both classroom and behind-the-wheel instruction internally to offer teleconference options; programs that partner with other providers are ineligible.

Requires driver education instructors to confirm students have adequate picture and sound quality to interact in real time before receiving teleconference instruction.

Repeals Minnesota Rules parts 7411.0530 and 7411.0535 and becomes effective July 1, 2023.
