Establishes a statewide tutoring grant program administered by the Department of Education to address learning loss and support students with diverse learning needs.

Eligible applicants include school districts, charter schools, cooperative units, and contracted organizations that provide tutoring at qualified sites (schools, higher education institutions, or approved community facilities).

Requires tutoring programs to use qualified tutors with at least one year of experience, maintain flexible schedules, coordinate with classroom teachers, provide multilingual support, and be accessible to students with disabilities.

Prioritizes grant awards to programs offering tutoring in Spanish, Hmong, Somali, Vietnamese, and Russian, and those implementing high-dosage tutoring (at least three times per week).

Appropriates $20,000,000 for fiscal years 2024 and 2025, with an ongoing base of $20,000,000 for 2026 and later; Department of Education may retain up to 15 percent for administration and program evaluation; effective July 1, 2023.
