$600,000 appropriated from the general fund in fiscal year 2023 to the commissioner of transportation for a feasibility study of converting Interstate Highway 94 between downtown Minneapolis and downtown St. Paul into an urban boulevard.

Funds available until June 30, 2025, for project management, implementation, data collection, and community engagement, including consultant services and grants to local units of government.

Study must include transportation analysis covering design alternatives that replace the highway with a boulevard, multimodal travel flows, traffic modeling with induced demand and land use impacts, and boulevard capacity assessment.

Study must include community, health, and environmental effects analysis examining cost, safety, land use, mobility for vulnerable populations, racial equity, emissions, air and noise pollution, affordable housing, economic effects, emergency vehicle operations, and antidisplacement policies.

Effective the day following final enactment.
