Requires 15 percent of all courses at Minnesota State Colleges and Universities to use affordable textbooks by August 31, 2024.

Defines affordable textbook as any textbook costing $40 or less, including traditional textbooks, open educational resources, open textbooks, or other educational resources used in place of traditional textbooks.

Mandates annual reports beginning in 2023 submitted by January 15 to legislative committees with jurisdiction over higher education, including the percentage and number of courses using each type of affordable textbook and average total textbook costs.

Requires reports to disaggregate data by individual college, university, and academic program, with specific tracking of developmental education courses using affordable textbooks.

Amends existing statute to clarify state college and university requirements for publishing course schedules and course material lists on their websites.
