Prohibits franchisors from restricting, restraining, or prohibiting franchisees from soliciting or hiring employees of other franchisees under the same franchisor or employees of the franchisor itself.

Voids and makes unenforceable any existing contract provisions that violate the employment solicitation and hiring restrictions.

Requires franchisors to amend existing franchise agreements within one year to remove restrictive employment provisions or sign a memorandum of understanding acknowledging that violating provisions are void and unenforceable.

Amends Minnesota Statutes section 177.27, subdivision 4 to add references to the new franchise restrictions in compliance orders issued by the employment commissioner.

Becomes effective the day following final enactment and applies to franchise agreements entered into or amended on or after that date.
