Prohibits licensed racetracks from conducting historical horse racing, defined as previously conducted races at licensed racetracks that concluded with results and without scratches, disqualifications, or dead-heat finishes

Excludes historical horse racing from the definitions of "advance deposit wagering," "horse racing," and "pari-mutuel betting" in Minnesota Statutes chapter 240

Bans racetracks from offering slot machines, video games of chance, and other gambling devices; limits racetracks to conducting live horse racing and operating card clubs only

Restricts the Racing Commission's authority to regulate only horse racing and card games at card clubs as expressly authorized by law, prohibiting approval of historical horse racing or other unauthorized gambling through rulemaking or plan approval

Becomes effective the day following final enactment
