Appropriates $1,000,000 from the general fund to the Department of Education in fiscal year 2024 for a grant to Paper Education Company.

Requires Paper Education Company to provide unlimited access to its tutoring platform and resources to 50,000 Minnesota public school students, available 24 hours a day, seven days a week, 365 days a year.

Mandates partnerships with school districts across rural, suburban, and urban areas, with priority given to districts with the highest percentage of students eligible for free or reduced-priced school meals.

Requires Paper Education Company to provide training to school districts on platform resource usage and submit progress reports to legislative education committees by December 15, 2024, and December 15, 2025.

Makes the appropriation available until June 30, 2025.
