• Appropriates $2,000,000 in fiscal year 2024 and $2,000,000 in fiscal year 2025 from the general fund to the Department of Education for a grant to Black Men Teach Twin Cities.

• Grant funds must establish partnerships with school district elementary schools and elementary charter schools with a goal of increasing Black male teachers to 20 percent of employees at each school site, including sites in greater Minnesota, suburban areas, and urban settings.

• Grant money may be used for scholarships for aspiring teachers, student teacher stipends, mentoring activities, professional development emphasizing early literacy and science of reading training, and housing stipends to allow teachers to live closer to their school.

• Black Men Teach Twin Cities must submit annual reports by January 15 to legislative committee chairs detailing how grant funds were used, progress toward increasing Black male teachers, recruitment strategies, and barriers Black men face in the teaching profession.
