Defines "hotel" as any building with six or more guest rooms used for sleeping purposes by guests, and "lodging house" as a building with no more than five guest rooms used for sleeping purposes where rent is paid.

Requires every guest room in a hotel or lodging house to have an approved and operational carbon monoxide alarm installed in each room lawfully used for sleeping purposes.

Obligates hotel and lodging house owners to provide and install carbon monoxide alarms in each guest room and replace any alarms that have been stolen, removed, found missing, or rendered inoperable during prior occupancies.

Exempts state-owned or state-operated facilities from carbon monoxide alarm requirements.

Establishes that a first violation of carbon monoxide alarm requirements results in a safety warning with no penalty, while a second or subsequent violation is a petty misdemeanor.
