Commissioner of natural resources must convey all state-owned land within Upper Sioux Agency State Park to the Upper Sioux Community for no consideration.

Commissioner must identify all state-owned land and any funding restrictions or legal barriers to conveyance by September 15, 2023, with lands without restrictions conveyed by December 1, 2023.

Commissioner must submit a report to legislative committees with environment and natural resources jurisdiction by December 15, 2023, identifying all remaining barriers to conveyance and recommendations to address them.

$1,193,000 appropriated from the general fund to the commissioner of transportation in fiscal year 2024 for conveyance-related costs including property purchase, appraisals, and road and bridge demolition.

Appropriation is one-time and available until June 30, 2025.
