Establishes a mental health professional loan forgiveness program in Minnesota to provide financial assistance for repaying qualified education loans.

Requires participants to be mental health professionals, Minnesota residents, graduates of Minnesota postsecondary institutions, and agree to work full-time in rural underserved areas for five years.

Provides annual disbursements of $7,000 or the balance of qualified education loans (whichever is less) for up to five years, with maximum total assistance of $35,000 per participant.

Requires participants to complete one year of service in a rural underserved area for each year of assistance received and provide verification of loan payments before subsequent disbursements.

Imposes penalties requiring repayment of all funds plus interest if participants fail to complete their service obligation, with waiver provisions available for emergency circumstances.
