Commissioner of the Office of Higher Education shall convene a working group on postsecondary student basic needs by September 1, 2023, with representatives from Minnesota State Colleges and Universities, University of Minnesota, nonprofit private colleges, Tribal colleges and universities, student organizations, state agencies, and other interested parties.

Working group must review and assess strategies to meet basic needs of higher education students, including a comprehensive plan to identify, assess, and support students experiencing housing and food insecurity.

Report may include proposals for substantive and technical amendments to Minnesota Statutes chapters 135A to 137 and other higher education laws, as well as policy recommendations for the Office of Higher Education and postsecondary institutions.

Commissioner shall file a report detailing working group findings and recommendations with legislative committee chairs and ranking minority members having jurisdiction over higher education policy and finance by September 1, 2024.

Unspecified amount from the general fund in fiscal year 2024 is appropriated to the commissioner to administer the program and provide stipends to student participants for each meeting attended.
