Appropriates $750,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for a feasibility study, environmental analysis, and preliminary design on Trunk Highway 7 from the western border of Hennepin County to Interstate 494.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $750,000 to fund the appropriation, following procedures in Minnesota Statutes sections 167.50 to 167.52 and the Minnesota Constitution article XIV, section 11.

Requires bond proceeds (except accrued interest and premiums) to be deposited in the bond proceeds account in the trunk highway fund.

Becomes effective the day following final enactment.
