Appropriates $1,000,000 in fiscal year 2024 and $1,000,000 in fiscal year 2025 from the general fund to the commissioner of human services for a grant to the Power of People Youth Leadership Institute.

Grant funds the Boys of Hope program, which provides weekly mentoring, high school enrollment assistance, academic support, health and wellness counseling, therapy resources, and financial education to boys.

Program goals include increasing high school graduation rates among boys, increasing academic engagement, preventing criminal behavior through positive mentoring, and decreasing community violence.
