Department of Education administers grant program to provide high school students after-school activities to improve mental health, increase engagement, and reduce alcohol and substance misuse.

Grants awarded to eight high schools: two in seven-county metro area with 250-300 students per grade, two outside metro with 250-300 students per grade, two in metro area with 50-100 students per grade, and two outside metro with 50-100 students per grade.

Department prioritizes schools with demonstrated student leadership culture; administrators and student leaders jointly develop plans for using grant funds on extracurricular activity costs, meals, transportation, and research evaluating effectiveness.

Grant recipients administer Minnesota Student Survey in 2025 and 2028 to evaluate grant impact; Department reports to education committees by January 1, 2026, and January 1, 2029.

Appropriates $19,440,000 from general fund in fiscal year 2024 for eight school districts or charter schools, with base funding of $19,440,000 for 2026 and $9,720,000 for 2027.
