Expands the $10 in lieu tax on older passenger automobiles to include motorcycles that are in their tenth or subsequent year of vehicle life and have a resale value under $3,000.

Expands the $150 in lieu tax on collector vehicles to include motorcycles registered under section 168.105.

Applies the full excise tax to motorcycles registered as collector vehicles if they are re-registered in another vehicle class within one year.

Effective for all sales and purchases made after June 30, 2023.
