S.F. No. 2399 Summary

• Establishes the Department of Children, Youth, and Families as a new state department effective July 1, 2024, with a commissioner appointed by the governor with senate consent.

• Transfers child-related responsibilities from the Departments of Human Services, Education, Health, and Public Safety to the new department, including child care, foster care, early childhood programs, adoption, child support, juvenile justice, and various assistance programs.

• Modifies the Children's Cabinet to include the commissioner of children, youth, and families in place of the director of the Office of Strategic and Long-Range Planning.

• Appropriates $5,000,000 for fiscal year 2024 to support creation of the department and $2,370,000 for planning and transition efforts, with funds available until June 30, 2025.
