Appropriates $315,500,000 from the trunk highway fund to the Minnesota Commissioner of Transportation for fiscal year 2023 for state road construction and improvements.

Funds cover construction, reconstruction, and improvement of trunk highways, including design-build contracts, internal department costs, consultant services, and payments to landowners for rights-of-way and relocation expenses.

Commissioner may use up to 17 percent of the appropriation for program delivery costs.

Appropriation is designated for formula and discretionary grant programs under the federal Infrastructure Investment and Jobs Act (Public Law 117-58) and expires June 30, 2025.

Effective the day following final enactment.
