Proposes a constitutional amendment to extend the Environment and Natural Resources Trust Fund through December 31, 2050, with at least 40 percent of state lottery net proceeds credited to the fund annually instead of expiring in 2025.

Increases the annual appropriation cap from 5-1/2 percent to 7 percent of the fund's market value for protection, conservation, and enhancement of Minnesota's air, water, land, fish, wildlife, and natural resources.

Establishes a new community grant program requiring 1.5 percent of annual fund value be awarded to projects in overburdened or underserved communities, with at least two grant cycles per year.

Creates an 11-member advisory council with required representation from Ojibwe and Dakota tribes and communities of color to advise on grant criteria, policies, and program improvements.

Implements financial review requirements for all grant recipients to assess their capacity to perform grant duties before awards are made.
