Amends Minnesota Statutes section 626.557 to add subdivision 10c establishing federal equivalency standards for investigations of vulnerable adult maltreatment in federally certified facilities.

Exempts the commissioner of health from applying Minnesota state requirements (subdivisions 9b, 9c, 9d, 10b, and 12b paragraph b) when responding to maltreatment reports at federally certified facilities.

Requires responses to reports regarding federally certified facilities to be governed by applicable federal regulations for surveying and investigating such facilities.

Designates Code of Federal Regulations title 42, sections 483 and 488, and Centers for Medicare and Medicaid Services State Operations Manual Chapter 7 and Appendix PP as equivalent to the Minnesota Vulnerable Adults Act for protecting vulnerable adults.

Authorizes enforcement actions under Minnesota Statutes section 144A.10 for violations of the federal regulations.
