Establishes a one-time public safety aid program for Minnesota counties, Tribal governments, and cities based on population estimates as of January 1, 2023.

Defines eligible cities as statutory or home rule charter cities, or towns with a population of at least 10,000; counties and Tribal governments also receive distributions.

Aid amounts calculated using per capita formulas: counties receive both basic and additional per capita amounts, Tribal governments receive basic per capita amounts, and cities receive city per capita amounts.

Recipients must use proceeds for public safety purposes including personnel and equipment costs, with counties required to consult their county sheriff; prohibited uses include employer pension contributions if prior police state aid was received and costs related to alleged wrongdoing.

Commissioner of Revenue must certify payment amounts by August 1, 2023, with full 2023 payments made by December 26, 2023; appropriation amount to be determined, with separate allocations for counties/Tribal governments and cities.
