Appropriates $35,000,000 from trunk highway bond proceeds to the Commissioner of Transportation for a grant to Chisago County to reconstruct marked U.S. Highway 8 from Karmel Avenue in Chisago City to Interstate Highway 35, including pedestrian and bike trails.

Appropriates $15,000,000 from general obligation bond proceeds for the same U.S. Highway 8 reconstruction project, with the distinction that this portion is eligible for general obligation bond funding.

Authorizes the sale and issuance of up to $35,000,000 in trunk highway bonds and up to $15,000,000 in general obligation bonds to fund the appropriations.

Permits reconstruction activities to include expanding segments to four lanes, constructing or reconstructing frontage and backage roads, and realigning local roads to consolidate and relocate access points.

Requires planned Department of Transportation resurfacing funds for U.S. Highway 8 from the Metro District 10-Year Capital Highway Investment Plan 2020-2029 to be redirected to the reconstruction project instead.
