Amends school fee provisions to allow driver education fees only up to actual costs reduced by payments made under the new driver education grant program, effective July 1, 2023.

Establishes a driver education grant program allowing school districts to pay $300 toward courses for students qualifying for free lunch, $200 for reduced-price lunch students, and $100 for other students, with districts reimbursed annually by the commissioner of education.

Creates a driver education work group composed of commissioners of education, public safety, and employment and economic development to study course availability and access barriers for low-income students.

Requires the work group to submit a written report by February 1, 2024 to legislative committees describing current driver education status and recommending a permanent funding mechanism to expand access.

Appropriates unspecified funding from the general fund for fiscal year 2024 to support work group activities.
