Modifies eligibility requirements for postsecondary institutions to participate in Minnesota state student aid programs under chapter 136A.

Requires private for-profit institutions to prominently display job placement rates by field of study and gainful employment outcomes including median graduate earnings in catalogs, brochures, and prospective student websites.

Directs the Office of Higher Education to develop metrics for job placement rates, gainful employment outcomes, and median earnings that institutions must use to report data.

Authorizes the Office of Higher Education to randomly audit for-profit institutions for compliance with disclosure requirements and report noncompliance to legislative committees with higher education jurisdiction.
