Requires all health insurance policies, health maintenance organization contracts, and medical assistance coverage to include services provided by licensed pharmacists to the same extent as services provided by licensed physicians, effective January 1, 2025.

Prohibits insurance carriers and health maintenance organizations from denying payment for medical services lawfully performed by licensed pharmacists.

Mandates that medical assistance and MinnesotaCare programs reimburse participating pharmacists or pharmacies for services also within a physician's scope of practice at no lower than the standard payment rate applied to physicians.

Excludes medication therapy management services from these coverage requirements, which remain under separate existing provisions in sections 62Q.675 and 256B.0625.

Directs the Commissioner of Commerce to consult with health plan companies, pharmacies, and pharmacy benefit managers to develop guidance for implementing pharmacist service coverage.
