Authorizes religious institutions to provide permanent housing in "sacred communities" composed of micro-units for chronically homeless persons, extremely low-income persons, and designated volunteers.

Defines "extremely low income" as equal to or less than 30 percent of area median income adjusted for family size, and "chronically homeless" per United States Code title 42, section 11360.

Requires sacred communities to have 33-40 percent of micro-units occupied by designated volunteers and provide access to water, electric utilities, and common kitchen and bathroom facilities meeting R-2 boarding house standards.

Establishes micro-unit technical specifications including maximum 400 gross square feet, permanent chassis with pin foundation anchoring, minimum insulation ratings (R-20 walls, R-30 floors, R-38 ceilings), compliant electrical and toilet systems, and installation of smoke and carbon monoxide detectors.

Requires all micro-units to be inspected and certified by a licensed Minnesota professional engineer or accredited third-party inspector for ANSI Code 119.5 compliance, with sacred communities subject to municipal approval and landlord-tenant laws under chapter 504B.
