Establishes payment rates for substance use disorder treatment services with medications for opioid use disorder, effective July 1, 2023, in Minnesota Statutes chapter 254B.

Requires commissioner to update rates annually on January 1 to equal Minnesota-specific locality adjusted Medicare rates for the same or comparable services.

Sets weekly rates for medication-assisted treatment services including: methadone ($39.29-$244.56), buprenorphine ($80.53-$5,634.20), and naltrexone ($1,552.69), with varying rates based on medication type and service bundle.

Provides add-on rates for intake activities ($188.99 weekly), periodic assessments ($116.14 weekly), and additional counseling ($32.59 per 30 minutes weekly).

Establishes office-based opioid use disorder treatment rates with initial monthly bundle at $430.87 and subsequent monthly bundles at $383.45, plus presumptive drug testing rates ranging from $12.60 to $62.14 per test.
