Amends nonmedication treatment service requirements to allow programs to offer 60 minutes of therapy per week (instead of 50 consecutive minutes) during the first ten weeks if clinically appropriate and documented, with services provided in increments of no less than 15 minutes.

Reduces comprehensive assessment completion timeline from current requirements to 21 days from service initiation for opioid treatment programs.

Exempts maintenance clients from treatment plans requiring completion goals and service termination targets, while requiring such goals for clients in taper or detox status.

Extends treatment plan review frequency from weekly to every three months after the initial ten-week period following service initiation, or more frequently if clinical need warrants.

Increases maximum counselor-to-client supervision ratio from 50 to 75 clients per counselor in opioid treatment programs.
