Amends Minnesota Statutes section 254B.05 to modify vendor eligibility requirements for peer recovery services under human services programs.

Establishes the Minnesota Board of Recovery Services with 13 members appointed by the governor, including five certified peer recovery specialists, two specialist supervisors, four employees of Minnesota-based recovery community organizations, and two public members with substance use disorder experience or family connection.

Requires at least three board members to reside outside the seven-county metropolitan area and at least three members to be from communities of color or underrepresented communities.

Grants the board authority to develop credentialing criteria for recovery organizations using nationally recognized standards, determine renewal cycles, process applications, and publish an annual register of credentialed organizations.

Requires recovery organizations applying for credentialing to submit evidence of nonprofit Minnesota-based status, describe recovery support services, pay a nonrefundable application fee deposited in the state special revenue fund, and provides appeal procedures through chapter 14 administrative hearings.
