Waives all fees for certified birth records, identification cards, and driver's licenses for medical assistance-eligible individuals treated for substance use disorder within the past 12 months, effective January 1, 2024.

Requires transition follow-up counseling services available for up to one year following treatment discharge, limited to four sessions per month, billable at individual counseling rates without requiring new comprehensive assessment or treatment plan reopening.

Implements 24 percent temporary rate increase for substance use disorder treatment services beginning July 1, 2023, with at least 33 percent of increase required to go toward direct employee compensation and benefits.

Modifies treatment plan review requirements to occur at least every 28 calendar days and simplifies data collection requirements for treatment providers regarding client readmissions and cost metrics.

Directs commissioner of human services to develop recommendations by December 1, 2023, on transition support services including recovery housing, food support, child care, transportation, and eligibility criteria for individuals completing intensive treatment programs.
