Appropriates $70,000,000 in fiscal year 2024 from the general fund to the commissioner of agriculture for grants to cooperatives to invest in green fertilizer production facilities, available until June 30, 2032.

Requires grants to include long-term agreements for cooperatives to purchase nitrogen fertilizer for members, with final nitrogen fertilizer production occurring within Minnesota.

Defines green fertilizer production facilities as those using renewable energy to produce anhydrous ammonia, urea, or hydrogen, with green hydrogen produced through electrolyzers matched to wind or solar energy sources.

Sets maximum grant award at $7,000,000 per cooperative and allows up to 5 percent of appropriation for department administration.

Requires annual progress reports by December 15 through 2031 and a final comprehensive report by December 15, 2032 including grants awarded, administration costs, green fertilizer produced, and economic and environmental impacts compared to conventional fertilizer.
