Modifies component values and payment rates for personal care assistance services (PCA) and Community First Services and Supports (CFSS) in Minnesota Statutes section 256B.851.

Increases implementation component percentages for PCA and CFSS from 75.45 percent to 88.19 percent effective January 1, 2024, and for enhanced rate services from 75.45 percent to 92.10 percent effective January 1, 2025.

Establishes worker retention components beginning January 1, 2025, providing bonuses ranging from 1.0 percent to 1.1081 percent based on cumulative hours worked (fewer than 1,001 hours up to more than 10,000 hours since July 1, 2017).

Adds a new calculation step requiring the total adjusted payment rate to be multiplied by the appropriate worker retention component to determine the final payment rate effective January 1, 2025.

Requires federal approval before implementation, with the commissioner notifying the revisor of statutes when approval is obtained.
