Creates a new driver and vehicle services fund in the state treasury and combines the previously separate driver services operating account and vehicle services operating account into a single driver and vehicle services operating account.

The combined operating account receives all money from vehicle services fees (chapters 168, 168A, 168D), chapter 171 driver services collections, and other donations or transfers, with funds used by the Public Safety Commissioner to administer vehicle and driver services.

Maintains a separate driver and vehicle services technology account for technology surcharges and filing fees, with annual reporting to legislative committees on revenue sources and system maintenance costs.

Updates numerous statutes to redirect fees previously credited to separate accounts to the new combined driver and vehicle services operating account, affecting vehicle registration, titles, driver's licenses, and related services.

Repeals provisions in sections 168.121, 168.1282, 168.1294, 168.1299, and 299A.705 subdivision 2 that previously directed certain special plate fees and driver services fees to separate accounts.
