Changes terminology throughout competency statutes from "restoration" to "attainment" and makes technical updates to Minnesota Statutes sections 611.41-611.59 relating to criminal defendant competency procedures.

Establishes the State Competency Attainment Board (replacing "Restoration" terminology) to oversee forensic navigator programs, certify competency programs, develop curriculum standards, and provide educational services to incompetent defendants.

Expands forensic navigator duties to include bridge plan development, coordination of services for housing, mental health treatment, and social services, and continued outreach for up to 90 days after charge dismissal.

Modifies competency examination and hearing procedures, including requirements for court examiner reports within 30-60 days and allows certain misdemeanor charges to be dismissed without hearing if a bridge plan is submitted.

Appropriates $250,000 in fiscal year 2023 for board establishment and $11,350,000-$10,900,000 annually in FY 2024-2025 for staffing, educational services, and program operations; requires board annual reporting to legislature by February 15.
