Authorizes establishments where integrated community supports are provided under chapter 245D to operate as housing support establishments without meeting standard licensing requirements under section 256I.04, subdivision 2a.

Removes the requirement that such establishments obtain Department of Health licenses (hotel, boarding care home, supervised living facility) if the integrated community supports provider fulfills requirements under section 245D.12.

Requires each lead agency to issue a request for proposals to develop housing support establishments at least once every 12 months, beginning August 1, 2023.

Mandates that annual requests for proposals must include the option to propose development of housing support establishments providing integrated community supports licensed under chapter 245D.

Effective date for the request for proposals requirement is the day following final enactment; amendments to licensing exceptions become effective upon enactment.
