Commissioner of human services must develop draft language to codify standards and requirements for integrated community supports in Minnesota Statutes based on four federally approved waiver plans: brain injury, community access for disability inclusion, community alternative care, and developmental disabilities.

Commissioner must consult with stakeholders including the Association of Residential Resources in Minnesota, Residential Providers Association of Minnesota, Minnesota Association of County Social Service Administrators, and people with disabilities currently or potentially receiving integrated community supports.

Consultation process must be transparent and represent a broad spectrum of active and potential providers and service recipients with meaningful input opportunities.

Commissioner must submit draft legislation to chairs and ranking minority members of legislative committees with jurisdiction over health and human services policy and finance by January 1, 2024.
