Amends Minnesota Statutes to designate the governor's authority to appoint responsible entities for light rail transit projects in the metropolitan area.

Expands designation options to include the Metropolitan Council, the state commissioner of transportation, or a county board of a metropolitan county as responsible authority for planning, designing, acquiring, constructing, and equipping light rail facilities.

Requires the governor to designate the county board as responsible authority when a proposed light rail transit facility is entirely located within a single metropolitan county.

Allows the commissioner of transportation, Metropolitan Council, and county board to enter into cooperative agreements to exercise their respective authorities in support of light rail projects.

Provisions are effective the day following final enactment and apply to projects that enter into full funding grant agreements on or after that date.
