Any mailing from a committee or private organization containing an absentee ballot application or sample ballot must include a statement that the mailing is not an official government communication, was not requested by a government official, and that any sample ballot is not an official ballot.

Required statement must be printed in clearly visible typeface and format at the time the mailing is opened, and the envelope must include markings to distinguish it from official election mail.

Absentee ballot applications sent by committees or private organizations cannot be preprinted with a voter's name, address, or any other voter registration information required at the time of submission.
