Mandates that each city, county, and town where a proposed route is located must hold a public hearing and approve or disapprove preliminary design plans within 45 days of the council's hearing, with failure to respond deemed as approval.

Allows municipalities that disapprove plans to specify amendments needed for approval, and requires the council to hold a second hearing and decide what plan amendments must be made within 60 days to accommodate objections.

Permits any city, county, or town that previously approved plans to revoke that approval at any time before the council secures federal funding for the project.

Prohibits the council from requesting federal funds for any guideway project until all affected cities, counties, and towns have approved the plans.
