Establishes a clean transportation standard requiring Minnesota's transportation fuel carbon intensity to be reduced 25% below 2018 baseline by 2030, 75% by 2040, and 100% by 2050.

Creates a market-based system where fuel providers generate credits for cleaner fuels and deficits for higher-carbon fuels, with trading and banking mechanisms allowed.

Provides credit premiums of 5% for cropland-derived biofuels using soil-healthy farming practices and 10% for those using continuous living cover cropping systems.

Commissioner of Pollution Control Agency must establish annual carbon intensity standards by rule in consultation with multiple state departments and an advisory committee including agriculture, transportation, environmental, and community representatives.

Appropriates $900,000 in fiscal year 2024 to implement the act, with commissioner required to report on program implementation to the legislature 48 months and 5 years after rule adoption.
