Authorizes entities with a route permit under chapter 216E for high-voltage transmission lines to use public road rights-of-way to construct, operate, and maintain transmission lines if they have a power purchase agreement or ownership agreement with a Minnesota utility providing retail electric service.

Prohibits the Commissioner of Transportation from issuing rules that restrict these entities from placing transmission lines on trunk highways except as necessary to protect public safety.

Effective January 1, 2024, entities receiving route permits for high-voltage transmission lines to interconnect electric power generating facilities are ineligible for relocation reimbursement on Interstate Highway routes unless they directly or through members/agents provide retail electric service in Minnesota.

Allows entities with chapter 216E route permits for high-voltage transmission lines to use public roads for constructing, operating, and maintaining transmission lines under the same notification and regulatory requirements as other utility companies.
