Appropriates $40,000,000 in fiscal year 2024 and $85,000,000 in fiscal year 2025 to stabilize Minnesota State Colleges and Universities system operations, maintain academic programs, and keep tuition affordable.

Freezes tuition rates for 2023-2024 and 2024-2025 academic years at 2022-2023 levels with $25,000,000 in FY2024 and $50,000,000 in FY2025.

Provides $13,000,000 annually to expand student support services including advisors, social workers, mental health staff, and 24/7 mental health resources available online and via telephone/text.

Allocates $6,000,000 per year for a transfer scholarship program to financially support students moving from Minnesota state colleges to state universities and $5,000,000 annually for student emergency grants.

Directs $1,000,000 per year to reduce textbook costs through free course materials, open educational resources, and Z-Degrees.
