Raises penalties for disseminating pornographic materials for profit from 5-20 years to 5-20 years imprisonment (base offense) with enhanced 10-25 year sentences for repeat offenders or violations involving minors under age 14.

Increases sentences for disseminating or receiving sexually explicit materials from 3-20 years to 10-25 years imprisonment when aggravating factors exist (prior conviction, registered offender status, or minor under age 14 involved).

Enhances possession penalties from 5 years to 10 years maximum imprisonment, with 15-year maximum for repeat offenders; adds new 20-year maximum sentence if violation involves minor under age 13.

Establishes mandatory probation terms for possession convictions without imprisonment requiring local jail time, sex offender evaluation, and restrictions on contact with minors or approval requirements for any minor contact.
