Appropriates $1,500,000 in fiscal year 2024 and $1,500,000 in fiscal year 2025 from the general fund to expand prerelease and postrelease programs for individuals being released or recently released from incarceration.

Requires grant funds to expand prerelease programs to include both in-person and virtual programming and grow postrelease wrap-around services to serve 300 formerly incarcerated individuals.

Appropriates $2,500,000 in fiscal year 2024 as a onetime appropriation to expand The Power of People Leadership Institute's physical space and create an employment center for formerly incarcerated clients.

Directs funds through the commissioner of human services to The Power of People Leadership Institute as the grant recipient.
