Adds child care costs for a candidate's children while campaigning or performing legislative duties as an allowable noncampaign disbursement.

Adds costs incurred by candidates with disabilities as allowable noncampaign disbursements, including transportation costs made necessary by the disability.

Allows candidates to carry forward up to five percent of their election cycle expenditure limit for use solely on child care and disability-related noncampaign disbursements in future election cycles.

Requires unused funds carried forward for these purposes to be contributed to the state elections campaign account by the end of the next election cycle or when the campaign committee terminates, whichever comes first.

Clarifies that transportation costs for individuals accompanying a candidate with a disability to provide necessary services are not required to be separately allocated if they do not increase total expenses.
